Building the Next Era of the U.S.–Israel Technology Alliance

At a moment when technological leadership is reshaping economic power, national security, and geopolitical influence, the United States and Israel have an opportunity to define a new model for allied innovation. This report, produced by the Special Competitive Studies Project in partnership with MIND Israel, outlines a Strategic Technology Compact to deepen civilian technology cooperation across six critical domains: artificial intelligence, semiconductors, advanced energy, quantum, bioconvergence, and critical materials. Grounded in the complementary strengths of American scale and Israeli operational innovation, the Compact offers a practical roadmap for moving beyond ad hoc collaboration toward a durable, well-financed alliance—one capable of accelerating trusted technologies, strengthening supply chains, and ensuring democratic partners help shape the future technology order.
